These rules are national: they apply whichever consulate you file with.
The ministry and the consulates explicitly accept a hotel booking as proof of accommodation. That is not our reading of it — it is their wording.

The Consulate General advises against buying non-refundable or non-flexible tickets until the visa is issued.
